
The Supreme Court of Justice admits lawsuit aiming to revoke the approval of the Environmental Impact Study of the Puerto Barú project in David
- The lawsuit against the Resolution that approved the Environmental Impact Assessment (EIA) of the controversial Puerto Baru project, was filed in September 2024 by some environmental organisations such as the Centre for Environmental Advocacy (CIAM)Adopta Bosque, CEASPA, FUNDICCEP, Fundación Panacetacea and Proyecto Primates Panama.
Panama, 17 February 2025. In a resolution dated 22 January, the Supreme Court of Justice decided to admit the lawsuit that supports the illegality of the approval of the Environmental Impact Assessment (EIA) of the Puerto Baru project in David, in the province of Chiriqui, on the grounds that it includes the necessary elements for its processing. With this decision, the Court formally opens the case for consideration, allowing a series of procedural phases to follow to determine whether or not the approval was in accordance with current legislation, and highlights, once again, the numerous unanswered questions and serious doubts about the true environmental impact of the project.

Panama, February 17, 2025. The Supreme Court of Justice made the decision to admit the lawsuit that challenges the approval of the Environmental Impact Study (EIS) of the Puerto Barú project in David, in the province of Chiriquí.
The decision formally opens the lawsuit, allowing a series of procedural phases to be followed to determine whether or not the approval was in accordance with the legislation. This highlights, once again, the many unanswered and serious questions about the true environmental impact of the project.

The Puerto Barú project in David is 20 kilometers from the city of David, in an area surrounded by 25% of Panama’s remaining mangroves, which are home to critically endangered species such as the hawksbill turtle and the Central American black monkey.
The plaintiffs seek to prove before the Supreme Court that the EIS, approved by the previous administration, has serious flaws and did not comply with fundamental legal procedures as part of its approval.
The EIS does not provide a correct assessment of the true impact and risks of the project, a reality that has recently been confirmed by an independent report by a consulting firm with extensive experience in reviewing these kinds of projects.
The lawsuit is supported by more than 50 environmental organizations that have joined a campaign to protect the environment. These organizations are not against development, they all want there to be employment and economic growth in Chiriqui. But risking the destruction of our environment is not acceptable, especially when there are better and more connected areas where the port could be built.
We all want our children and our children’s children to be proud of what we did to protect Panama’s greatest asset, our environment.
