According to the international environmental engineering and consulting firm Lynker, the construction and operation of Puerto Baru will increase the likelihood of collisions between vessels and humpback whale habitat. This habitat, which extends from east of Boca Brava to just west of the Boca Brava Strait, lies to the east of the proposed Puerto Baru site, in the middle of a vast protected mangrove swamp.<\/span>\u00a0<\/span><\/p>\n

Vessels entering and leaving the port will be forced to cross the habitat to access the shipping channel, which will significantly increase the risk of incidents between vessels and whales.<\/span>\u00a0<\/span><\/p>\n

\"Humpback whales migrating from North America to Panama belong to the Central American Distinct Population Segment, one of the most endangered populations in the world, which has not yet recovered from commercial whaling\",<\/span><\/b>\u00a0explains Dr. Betzi P\u00e9rez Ortega, a Panamanian marine scientist who has been studying these whales for the past decade.<\/span>\u00a0<\/span><\/p>\n

Lynker estimates that even with the application of mitigation measures, such as the implementation of a Traffic Separation Scheme (TSS) or the reduction of navigation speed, the likelihood of ship-whale collisions would not decrease due to the location of the port.<\/span>\u00a0<\/span><\/p>\n

To save humpback whales from extinction, the international community imposed a final moratorium on commercial whaling in 1986. These whales migrate thousands of kilometres between seasons.<\/span>\u00a0<\/span><\/p>\n

According to the National Oceanic and Atmospheric Administration (NOAA), whales travel both in shallow, warm waters and in the cold depths of the ocean. There are four humpback whale populations in the North Pacific, two in the North Atlantic and seven in the southern hemisphere.<\/span>\u00a0<\/span><\/p>\n

In April 2021, the US Department of Commerce and NOAA issued a rule to protect endangered whales from ship strikes, oil spills and fishing nets. The rule established 116,098 square nautical miles of the Pacific Ocean, from Mexico to Washington State, as critical habitat for endangered humpback whales.<\/span>\u00a0<\/span><\/p>\n

\"Ship strikes are the number one threat to humpback whales today and, according to NOAA, the risk is much greater in coastal areas with heavy shipping traffic. While tough decisions have been made around the world to protect endangered species like the humpback whale, this port in Panama has the potential to set us back.\"<\/span><\/b>\u00a0said Guido Berguido, biologist and director of Adopta Bosque.\u00a0<\/span>\"Independent evidence on the proposed location of Puerto Baru shows that the port will pose a clear threat to humpback whale populations\".<\/span><\/b>\u00a0<\/span><\/p>\n

\"Over the past decades there has been extensive collaboration between countries to protect humpback whales. And, against all odds, it has worked. Projects like Puerto Baru undo much of the work done to protect endangered species, affecting marine life in both Panama and the United States. We must do everything we can to ensure that humpback whales and other endangered species are not brought back from the brink of extinction.<\/span><\/b>\u00a0<\/span><\/p>\n

In addition to humpback whales, protected mangroves are home to critically endangered species such as the Central American squirrel monkey (Saimiri oerstedii) and the hawksbill turtle, the world's most endangered sea turtle species. Both species are seeing their populations decline, prompting countries and organisations to take action to prevent their disappearance.<\/span>\u00a0<\/span><\/p>\n

The area is also home to bottlenose dolphins, birds, monkeys, iguanas, fish, crustaceans and molluscs. Recent data indicate that large populations of humpback whales, Bryde's whales and the critically endangered Pacific dusky shark (Carcharhinus cerdale) inhabit the Gulf of Chiriqui, including areas near the proposed navigation channel for the Puerto Baru project. Numerous sightings of the green turtle, another endangered species, have also been recorded.<\/span>\u00a0<\/span><\/p>\n

About Puerto Baru<\/span><\/b>\u00a0<\/span><\/p>\n

The controversial Puerto Baru project is a private multi-purpose port to be built in one of the largest and healthiest mangrove areas in Central America, 19 kilometres from the city of David on Panama's Pacific coast. This area is home to 25% of all Panama's mangroves.<\/span>\u00a0<\/span><\/p>\n

The development would affect the Mangroves of David, which were declared a protected area by the Municipal Council of the District of David through Agreement No. 21 of 6 June 2007.<\/span>\u00a0<\/span><\/p>\n

As part of the Puerto Baru project, the developers plan to build a main port area, a tank farm for liquid commodities such as palm oil, gasoline, diesel, fuel oil and jet fuel, as well as a tourist and marina area, and a residential area.<\/span>\u00a0<\/span><\/p>\n

The protected area would be threatened by the construction and operation of Puerto Bar\u00fa.<\/span>\u00a0<\/span><\/p>\n

While the port itself will be located on private land, maritime activity from the open sea to the port poses a serious risk of irreversible damage to the ecosystem. In order for ships to enter and leave the port, a navigation channel will have to be built from the North Pacific Ocean, through Boca Brava and past Isla de Muertos to the Chiriqui Nuevo River.<\/span>\u00a0<\/span><\/p>\n

In September 2024, a group of organisations made up of conservationists, scientists, lawyers and biologists filed a lawsuit before the Supreme Court of Justice to overturn the Resolution that approved the Environmental Impact Assessment<\/a> presented by the development company.<\/span>\u00a0<\/span><\/p>\n

The group is not against development and supports the construction of a port in the province of Chiriqui. However, it calls for consideration of other more suitable locations where protected mangroves and marine life will not be affected.<\/span>\u00a0<\/span><\/p>","protected":false},"excerpt":{"rendered":"
