We welcome Minister Navarro's courage to start asking the right questions about the Puerto Baru project.<\/p>\n

The questions raised by Minister Navarro were clearly overlooked by the previous administration and are poorly addressed in the current one. Puerto Baru Environmental Impact Study (EIA)<\/a>.<\/p>\n

For this reason, the EIA urgently needs to be re-examined.<\/p>\n

An independent scientific assessment by Lynker, a leading US environmental modelling company, already answers some of Minister Navarro's questions that the promoters left unanswered.<\/p>\n

How will the dredging be carried out?<\/strong><\/h2>\n

Dredging will involve the use of two hopper suction dredgers (TSHD) and one backhoe dredger (BHD), with estimated sediment spillage rates between 3% and 5%.<\/p>\n

According to Lynker, these fine sediments will inevitably be suspended and spilled during dredging operations, especially when using a backhoe dredger, which exposes nearby coral reefs in the Gulf of Chiriqui National Park to the effects of tidally transported sediments.<\/p>\n

Dredging is also likely to have a negative impact on the mangrove ecosystem due to sedimentation, changes in salinity and disruption of ecological connectivity.<\/p>\n

 <\/p>\n

Where will the material be deposited to avoid sedimentation?<\/strong><\/h2>\n

The Puerto Baru dredged material disposal site is located only 9 km from the coral reefs of the Gulf of Chiriqui National Park, within the estuary where tidal currents would be expected to be strongest.<\/p>\n

According to Lynker, this poses a significant risk of environmental impact on the reefs, as fine sediments could eventually settle in sensitive areas.<\/p>\n

Lynker concludes that inadequate techniques were applied in the sediment dispersion and hydrodynamic modelling used in the EIA to assess the fate and transport of these discarded sediments.<\/p>\n

These findings cast doubt on the conclusions of the EIA regarding the minimal impact of dredging on nearby mangroves and protected areas.<\/p>\n

 <\/p>\n

How many ships will sail through the access channel and how many at the same time? How many per day, how many per week, how many per year?<\/strong><\/h2>\n

The Puerto Baru EIA states that between 1.7 and 2.5 ships per day will use the port, which equates to between 11.9 and 17.5 ships per week.<\/p>\n

Lynker concludes that, even at an estimated low vessel density, the cumulative risk of ship strikes remains a significant threat to migratory and resident species.<\/p>\n

This is of particular concern, as observational data show that humpback whales, Bryde's whales, hawksbill sea turtles, critically endangered Pacific small-tailed sharks, common bottlenose dolphins and pantropical spotted dolphins inhabit the Gulf of Chiriqui, including areas close to the proposed shipping lanes.<\/p>\n

In addition, numerous sightings of the endangered green turtle have been recorded in areas closer to the proposed port facilities.<\/p>\n

 <\/p>\n

What happens when boats simultaneously enter and leave a narrow channel in the middle of a mangrove swamp?<\/strong><\/h2>\n

Although the EIA presents preliminary plans to establish a Traffic Separation Scheme (TSS) and maximum approach speeds for vessels in the Gulf of Chiriqui, it is unclear how effective these measures will be and how they will be enforced.<\/p>\n

Scientific studies indicate that when a TSS and speed limits were introduced in the Gulf of Panama in 2014, compliance was poor.<\/p>\n

Even if most ships comply with the TSS, Lynker concludes that ships will necessarily have to pass through humpback whale habitat to enter the shipping channel.<\/p>\n

Therefore, it is reasonable to assume that neither the establishment of a TSS nor the implementation of speed limits would be sufficient measures to reduce the likelihood of ship-whale collisions.<\/p>\n

 <\/p>\n

Could there be a catastrophic fuel spill?<\/strong><\/h2>\n

Lynker's independent scientific research has been clear that \"once the port becomes operational, increased vessel traffic is very likely to negatively disrupt marine life through underwater noise pollution, the potential for spills and the increased likelihood of ship strikes, posing risks to resident species inside and outside nearby protected areas\".<\/p>","protected":false},"excerpt":{"rendered":"
