{"id":387,"date":"2024-12-11T12:00:20","date_gmt":"2024-12-11T12:00:20","guid":{"rendered":"https:\/\/noapuertobaru.com\/?p=387"},"modified":"2026-01-17T13:01:17","modified_gmt":"2026-01-17T13:01:17","slug":"environmental-damage-report-puerto-baru","status":"publish","type":"post","link":"https:\/\/noapuertobaru.com\/en\/press-release\/environmental-damage-report-puerto-baru\/","title":{"rendered":"Puerto Bar\u00fa: Panamanian NGOs urge review of Puerto Bar\u00fa development as research highlights potential mangrove damage"},"content":{"rendered":"<p><strong>Panama City, Wednesday 11 December 2024.<\/strong> The mangrove forests, fishery resources and coral reefs of the <strong>Gulf of Chiriqui<\/strong> will suffer irreversible damage if construction of the project gets underway. <strong>Puerto Baru in David<\/strong>according to an independent scientific report.<\/p>\n<p><strong>The Environmental Impact Assessment (EIA) for Puerto Baru<\/strong>approved by the previous government, does not detail the true impacts and risks to the delicate biodiversity of the Pacific-West region of Panama, according to <strong>the report by the international consultancy Lynker<\/strong>a leading environmental modelling engineering firm, which also works as a contractor for the US federal government.<\/p>\n<p>The promoters of the Puerto Baru project have repeatedly claimed that the mangroves will not be affected by the construction of Puerto Baru. For the port to be viable, the project will require dredging parts of the navigation channel to a depth of up to 12 metres.  During dredging, fine sediments will be suspended in the water column and carried by the rising tidal current into the mangrove, trapping and suffocating mangrove roots and damaging seedlings by reducing light penetration. In addition, dredging will increase the salinity of the water in the estuary, which could disrupt mangrove development, the life cycles of marine species that thrive in the mangroves, and disrupt other critical adjacent ecosystems.<\/p>\n<p>The proposed dredging would involve the removal of a volume equivalent to 600,000 dump trucks of sediment (9 million m3 of sediment).<sup>3<\/sup>) of the seabed during the construction stage and 800,000 m<sup>3<\/sup> every two years. These sediments would be deposited at the mouth of the estuary, where the ebb tide would transport the fine sediments to the calm waters of the Gulf of Chiriqui National Park, only 9 kilometres away, affecting its ecologically and touristically important coral reefs.<\/p>\n<p>Lynker's analysis concludes that inadequate techniques were applied in the EIA for sediment dispersion modelling and hydrodynamics, used to assess the fate and transport of these sediments. These findings cast doubt on the EIA's conclusions about the minimal impact of dredging on nearby mangroves and protected areas. For reference, a recent dredging project in Miami, Florida, USA, <a href=\"https:\/\/www.miamiherald.com\/news\/local\/environment\/article279055859.html\">resulted in the death of 80 times more coral reefs than expected.<\/a>.<\/p>\n<p>Mangroves play a vital role in protecting communities against sea level rise, flooding and storms. The communities around the proposed Puerto Baru are currently protected by the large mangrove forest, which acts as a natural barrier against storm surges and storms. The construction and operation of the port threatens to damage these mangroves, leaving these communities more vulnerable to extreme weather events.<\/p>\n<p>David's protected mangroves are home to critically endangered species such as the Central American squirrel monkey and hawksbill turtles, the world's most endangered sea turtle species. Both species are declining in numbers, prompting countries and organisations to take action to prevent their extinction.<\/p>\n<p>The area is also home to dolphins, birds, monkeys, iguanas, fish, crustaceans and molluscs. Data show that important populations of critically endangered humpback and Bryde's whales, Pacific shorttailed sharks (Carcharhinus cerdale) inhabit the Gulf of Chiriqui, including areas near the proposed navigation channel of the <a href=\"https:\/\/noapuertobaru.com\/en\/about-us\/\">Puerto Baru project<\/a>. Numerous sightings of endangered green turtles have also been reported near the area.<\/p>\n<p><strong>For Dr. Julio Zyserman of Lynker, <\/strong>the Puerto Baru EIA lacks sufficient evidence and underestimates the potential impacts of the project.<em>\u00a0\"The developers' EIA does not sufficiently consider the impacts that the port's construction, operations and dredging will have on critical ecosystems, which is essential in any environmental assessment. We have concerns about the methodology applied in the sediment transport modelling used in the EIA and also found an inadequate assessment of the impact of increased shipping traffic on marine animals,\" Zyserman explained.<\/em><\/p>\n<p><strong>Meanwhile, Guido Berguido, biologist and director of Adopta Bosque, <\/strong>one of the organisations opposing Puerto Baru in David, emphasised that research by the international consultancy Lynker shows why this port cannot be allowed in this location.<\/p>\n<p><em>\"We have always understood that Chiriqu\u00ed needs a port; we are not against it. What we question is why a port is being built on land adjacent to a mangrove protected area. We need development, but not at the expense of the environment and biodiversity,\" said Berguido.<\/em><\/p>\n<p>For its part, <strong>Joana Abrego, Legal Manager of the Centro de Incidencia Ambiental (CIAM),<\/strong> remarked that Lynker's research is proof that, if the Puerto Baru project in David is not stopped, one of the most valuable mangrove forests in Central America could be destroyed forever.<\/p>\n<p><em>\"We have always known that the Environmental Impact Study did not robustly assess the impacts the port will have on protected areas and the surrounding ecosystem. That is why we filed a lawsuit in the Supreme Court to declare the resolution that approved the Environmental Impact Study null and void. The real impact was not assessed by the previous government when it approved it.
