Four years later, President Jos\u00e9 Ra\u00fal Mulino announced before the United Nations General Assembly that Panama would promote a <\/span><b>Universal Declaration of the Rights of Nature<\/b><span style=\"font-weight: 400;\">. A significant advance for the country as an international pioneer in the defense of nature rights then how we protect these rights in Panama if a port could be installed that could put the David Mangroves at risk.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/p>\n<h2><b>Puerto Bar\u00fa is much more than a port<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">In the Gulf of Chiriqu\u00ed, the project <\/span><b>Puerto Baru<\/b><span style=\"font-weight: 400;\"> It envisages port infrastructure and dredging works in the vicinity of the <\/span><b>Mangroves of David<\/b><span style=\"font-weight: 400;\">, a fundamental ecosystem for biodiversity, coastal protection and carbon capture.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The planned intervention requires modifying the conditions of a shallow estuary to allow the navigation of larger vessels. Independent studies have warned of the potential impacts of dredging and the dispersal of sediment on marine ecosystems, including habitats used by turtles, dolphins, and many other species.<\/span><\/p>\n<h2><b>A project without clear answers about water<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Panama faces challenges related to water supply, droughts, and climate change. In sectors of Chiriqu\u00ed, communities have reported recurring supply problems.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Puerto Bar\u00fa encompasses much more than port facilities: it includes a logistics park, a tank terminal, offices, workshops, hotels, restaurants, a convention center, a marina, and a residential area; all of these activities require water to operate.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The documentation analyzed by the campaign <\/span><b>No To Puerto Bar\u00fa<\/b><span style=\"font-weight: 400;\"> It raises questions about the information presented in the Environmental Impact Study (EIA), especially regarding the origin, volume, and availability of the water resource.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">How much water will it consume? Where will it come from? How could it affect communities during periods of scarcity? Knowing these answers is not a minor detail; it is fundamental to assess the environmental viability of a project of this magnitude.<\/span><\/p>\n<h2><b>When defending the mangroves also means facing the courts<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Puerto Bar\u00fa controversy has also reached the courts, environmental organizations <\/span><b>Centre for Environmental Advocacy (CIAM)<\/b><span style=\"font-weight: 400;\"> y <\/span><b>Adopt a Wood<\/b><span style=\"font-weight: 400;\">, Those who have questioned the project and its potential impacts are facing civil and criminal actions promoted by the developer company.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The charges include slander, defamation and crimes against the national economy; the proceedings have also included precautionary measures against the organizations' accounts and assets.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These cases have been registered by the <\/span><a href=\"https:\/\/www.business-humanrights.org\/en\/from-us\/briefings\/human-rights-defenders-and-business-10-year-analysis\/defending-rights-and-realising-just-economies-human-rights-defenders-and-business-2015-2024\/\"><i><span style=\"font-weight: 400;\">Business &amp; Human Rights Resource Centre<\/span><\/i><\/a><span style=\"font-weight: 400;\"> in its database on <\/span><b>SLAPP<\/b><span style=\"font-weight: 400;\">, These demands can be used to intimidate, wear down, or discourage public participation.<\/span><\/p>\n<h2><b>The Rights of Nature are also defended at home<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Panama has an important opportunity to demonstrate that its international environmental leadership can translate into effective protection of its ecosystems. Recognizing rights also means listening to communities, responding to scientific warnings, ensuring sufficient environmental information, and protecting citizen participation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><b>Mangroves of David<\/b><span style=\"font-weight: 400;\"> They represent one of those challenges today, because a country that promotes the Rights of Nature before the United Nations must also demonstrate how it makes them effective on its own territory.
