September is the <\/span>Ocean Month in Panama<\/b>, a time to celebrate the country's extraordinary marine wealth, talk about conservation and remember everything that the ocean silently does for us.<\/span><\/p>\n

But this year, instead of receiving good news for our seas, <\/span>an alarm we thought was switched off went off again. <\/b>On the 7th of September, the Plenary of the National Assembly insisted on the approval of <\/span>Bill 571<\/b>, with <\/span>50 votes to 6 against<\/b>, after President Jos\u00e9 Ra\u00fal Mulino had objected to it on the grounds of unconstitutionality.<\/span><\/p>\n

This law amends the protections established for some of the ecosystems that sustain life in our oceans <\/span>coral reefs, seagrass meadows and associated ecosystems<\/b>. We know that everything is connected; protecting the ocean also means protecting every single piece that allows it to stay alive.<\/span><\/p>\n

What does Bill 571 change?<\/b><\/h2>\n

Coral reefs are not just extraordinary underwater landscapes, they are refuges, feeding and breeding grounds for numerous species and form part of marine-coastal systems upon which local communities and economies also depend.<\/span><\/p>\n

According to the bill that is once again under discussion, the scope of reef protection would be modified and, in the case of seagrasses, the direct prohibition on interfering with them would be removed, leaving their regulation subject to future provisions by the Ministry of Environment.<\/span><\/p>\n

A vote does not mean history is over<\/b><\/h2>\n

The vote took place, but there is something important to clarify <\/span>Bill 571 must not yet be presented as current legislation. <\/b>As the president objected to the bill on grounds of unconstitutionality and the Assembly decided to insist on its approval, the process of constitutional review comes into play.<\/span><\/p>\n

Article 171 establishes that the draft and the objections must be referred to the <\/span>Supreme Court of Justice<\/b>, which must rule on its constitutionality.<\/span><\/p>\n

An ocean doesn't work in parts<\/b><\/h2>\n

A few days ago we were talking about Ocean Month from a very simple idea: <\/span>the ocean begins long before you reach the sea<\/b>.It starts in the rivers, in the wetlands, in the mangroves and continues underwater, in the seagrasses and the coral reefs.<\/span><\/p>\n

Everyone is part of the same system, when we protect the <\/span>Mangroves of David<\/b>, we protect the waters that reach the Gulf of Chiriqu\u00ed. just as when we protect seagrasses, we protect refuges and feeding areas, and when we protect reefs, we protect biodiversity and entire communities.<\/span><\/p>\n

That is why we cannot defend these ecosystems separately either <\/span>Mangroves, seagrasses, reefs and the ocean are connected, <\/b>their defence must be too.<\/span><\/p>\n

During Ocean Month, the defence continues<\/b><\/h2>\n

Maybe this September we didn't get the news we were hoping for, but the <\/span>Ocean Month in Panama<\/b> it can also serve as a reminder that environmental laws that took years to build should not go unnoticed when they face changes that could weaken their reach.<\/span><\/p>\n

Citizen participation also does not end when a vote finishes, now it is time to follow the constitutional process, demand transparency, amplify scientific voices and maintain attention on what is at stake.<\/span><\/p>\n
