While Panama discusses the future of the <\/span>Mangroves of Alanje, David and San Lorenzo Managed Resource Area<\/b>, two key concepts related to the project have also returned to the public debate <\/span>Puerto Baru in David<\/b>the <\/span>Resolution No. 003-2024<\/b> and the <\/span>Environmental Impact Assessment (EIA)<\/b>.<\/span>
\n<\/span>
\n<\/span>What is Resolution No. 003-2024?<\/b>
\n<\/span>
\n<\/span>La <\/span>Resolution No. 003-2024<\/b> it is the administrative act by which the Ministry of Environment approved the <\/span>Category III Environmental Impact Study (EIA)<\/b> of the project <\/span>Puerto Baru in David<\/b>.<\/span><\/p>\n

Currently, this resolution forms part of the background to the ongoing legal proceedings regarding the project.<\/span><\/p>\n

It is important to note that <\/span>Resolution No. 003-2024 does not correspond to the public consultation that MiAmbiente currently has open<\/b>. These are distinct procedures, although both relate to the same territory: the <\/span>Mangroves of David<\/b>.<\/span><\/p>\n

What is an Environmental Impact Assessment (EIA)?<\/b>
\n<\/span>
\n<\/span>A <\/span>Environmental Impact Assessment (EIA)<\/b> it is a technical instrument that identifies, assesses and proposes measures to prevent, mitigate or offset the potential environmental impacts of a project prior to its execution.<\/span><\/p>\n

In the case of <\/span>Puerto Baru in David<\/b>, the EIA was subsequently reviewed by independent Lynker specialists <\/span>(Technical analysis of the environmental impacts of the Puerto Bar\u00fa port project, Panama)<\/span><\/a>\u00a0 who identified important technical observations related to the assessment of impacts on mangroves, coral reefs, sediments, hydrology, and marine biodiversity.<\/span><\/p>\n

Why are the limits of the protected area also being discussed today?
\n<\/strong>While the debate continues on the <\/span>Environmental Impact Assessment (EIA)<\/b> of the project <\/span>Puerto Baru<\/b>, the Ministry of Environment is keeping open a public consultation on the proposal to demarcate the Alanje, David and San Lorenzo Mangroves Managed Resource Area.<\/span><\/p>\n

Various environmental organisations and citizens have submitted observations requesting that the proposal be strengthened, including explaining the reduction of the protected area, defining the buffer zones more clearly, and ensuring that the protection considers the integral functioning of the ecosystem.<\/span>
\n<\/span>
\n<\/span>So, what is being consulted on today?<\/b><\/p>\n

The public consultation currently open by the Ministry of Environment is a completely different process; its objective is to receive citizen observations on the proposal that defines the <\/span>official boundaries of the Manglares de Alanje, David and San Lorenzo Managed Resource Area<\/b>, one of the most important coastal ecosystems in Panama.<\/span><\/p>\n

Several environmental organisations consider that this proposal can be strengthened to ensure more effective protection of the ecosystem.<\/span><\/p>\n

Among other observations, they have requested:<\/span>
\n<\/span>\u2013 that the criteria used to exclude certain areas be explained<\/span>
\n<\/span>\u2013 that exceptions be restricted for activities that may affect the natural flow of water and the mangroves<\/span>
\n<\/span>\u2013 that the buffer zone is clearly defined<\/span>
\n<\/span>\u2013 and that it be established how this resolution will relate to previously authorised projects.<\/span><\/p>\n

Why does understanding this difference matter?<\/b><\/p>\n

Because distinct processes are often confused, one thing is <\/span>Environmental Impact Assessment (EIA)<\/b> And the <\/span>Resolution No. 003-2024<\/b>, which form part of the administrative process related to the project <\/span>Puerto Baru<\/b>.<\/span><\/p>\n

Another distinct one is <\/span>public consultation<\/b>, the purpose of which is to strengthen the protection of a natural area through citizen participation. Understanding this difference allows for more informed participation in a process that could define how one of Panama's most important coastal ecosystems will be protected.<\/span><\/p>\n

An opportunity to take part<\/b><\/p>\n

Until August 14th, any citizen can submit observations to the Ministry of Environment. The public consultation constitutes an opportunity to strengthen the proposal and contribute to the protection of one of Panama's most important coastal ecosystems.<\/span>
