Major environmental transformations rarely begin with diggers, ports, or heavy machinery; they start much earlier, in speeches, campaigns, and narratives capable of redefining how we understand a territory and who the people are who defend it.\u00a0<\/span><\/p>\n

When environmental defence begins to inconvenience economic interests, not only do the landscapes change, but so does the narrative, which begins to erode democracy, free expression, and the credibility of environmental defence.\u00a0<\/span><\/p>\n

Today, in various parts of the world, communities, indigenous peoples, and defenders are facing an increasingly visible combination of disinformation campaigns, criminalisation, and greenwashing strategies aimed at minimising harm, discrediting evidence, and presenting environmental conflicts as obstacles to progress.<\/span>
\n<\/span>
\n<\/span>The year 2025 showed worrying figures that the report highlights<\/span>the Business and Human Rights Centre (Centro EDH)<\/b><\/a> where Panama appears within the 10 countries with the most attacks on human rights defenders <\/span>that manifested about risks and damages related to companies<\/span><\/a>. <\/span>
\n<\/span>
\n<\/span>Key Findings<\/b>
\n<\/span>
\n<\/span>In 2025, the Centre for Business and Human Rights (CBHR) documented nearly 800 attacks (790) against human rights defenders in 80 countries, who had raised concerns about businesses. This amounts to more than two attacks on average per day and is more than we have recorded in any single year since 2020. Almost a third of the attacks (30%) were against indigenous peoples, who make up only 6% of the world\u2019s population.<\/span>
\n<\/span>
\n<\/span>Attacks on human rights defenders who report harm and risks linked to companies occurred in virtually all sectors and regions of the world. Latin America and the Caribbean accounted for the highest percentage of cases (42%), followed by Asia and the Pacific (30%).<\/span><\/p>\n

Climate, land and environmental defenders were the hardest hit: three out of every four attacks (75%) were directed against those protecting territories and ecosystems. In 2025, 53 defenders were killed, and almost a third of them were indigenous people.<\/span><\/p>\n

The most common form of attack was judicial harassment and criminalisation, including strategic lawsuits against public participation (SLAPP), which accounted for more than half of all recorded cases (52%).<\/span><\/p>\n

The sectors linked to the most attacks continued to be mining, fossil fuels, and agribusiness, industries historically associated with deforestation and socio-environmental conflicts. At the same time, attacks against individuals denouncing the relationship between arms companies and conflicts increased significantly, reflecting how the struggles for human rights, territory, and climate justice are increasingly interconnected.<\/span>

\n<\/span>The report highlights the case of the Puerto Bar\u00fa project.<\/b>
\n<\/b>The report shows a map highlighting the places where the highest number of attacks have been registered. Among these, Panama appears with 27 attacks, representing the 10th country.<\/span>\u00a0<\/span>

The Puerto Bar\u00fa project is named in the report with attacks on environmental organisations <\/span>Centre for Environmental Advocacy (CIAM)<\/span><\/a> y <\/span>Adopt Bosque Panama<\/span><\/a> were the target of a SLAPP action (strategic lawsuit against public participation) by <\/span>Ocean Pacific Financial Services Corp.<\/span><\/a>, the promoter of the Puerto Bar\u00fa port project in Panama. The complaint, which alleged defamation and slander and crimes against the national economy, was filed after the organisations' public opposition to the project.<\/span><\/p>\n

The case arises after CIAM and Adopta Bosque, along with other organisations, filed lawsuits with the Supreme Court of Panama in September 2024 challenging the environmental impact assessments for the Puerto Bar\u00fa project due to alleged violations of environmental regulations.<\/span><\/p>\n

Irresponsible business activities lie at the heart of many of these dynamics. When companies fail to undertake robust human rights due diligence or adopt <\/span>zero-tolerance commitments to attacks against human rights defenders<\/span><\/a>, they increase their legal, financial and reputational risks, they do not fulfil their responsibility of <\/span>respect human rights<\/span><\/a> and they can foster repressive environments.<\/span>
\n<\/span>
\n<\/span>The instrumentalisation of technology versus civic space<\/b><\/p>\n

Technology is increasingly being used as a weapon to undermine democracy., <\/span>reduce civic space<\/span><\/a> and silence human rights defenders. <\/span>Global Witness<\/span><\/a>, <\/span>IM Defenders<\/span><\/a> and others have documented the misuse of digital tools to intimidate, discredit, and criminalise those who report abuse and injustice.<\/span><\/p>\n

Online smear campaigns have become a common tactic for undermining activists and social movements. In recent years, civil society organisations and groups have been publicly attacked through coordinated onslaughts on social media platforms.<\/span>
\n<\/span>
\n<\/span>This report demonstrates that when human rights defenders are attacked, not only is a voice silenced, but an early warning system is also weakened, and essential information for preventing harm, protecting territories, and anticipating risks affecting entire communities is lost.<\/span><\/p>\n

Defenders denounce abuses of power, identify threats before they occur, and are often the first to warn of impacts that evidence later confirms. Their well-being and safety are profoundly linked to the health of our democracies, economies, and ecosystems.<\/span><\/p>\n

What is concerning is that today threats transcend territories and advance into digital spaces, disinformation campaigns, judicial processes, and narratives designed to discredit and isolate those who speak out.<\/span><\/p>\n

Defending nature should never have become a risky activity, because when a society starts to punish those who warn of dangers, the problem ceases to be solely environmental and becomes a signal about the type of future we are building.<\/span>
