The newspaper El Pa\u00eds focuses on what is happening in Panama, highlighting the participation of communities, organisations, and advocates who have raised their voices against the Puerto Bar\u00fa project. However, the report reveals something that goes beyond an environmental conflict, exposing a deeper tension: what happens when defending nature begins to have legal, economic, and political consequences?<\/span><\/p>\n

From the territory to the courts<\/b><\/h2>\n

At the beginning of this year, two key environmental advocacy organisations, Adopta Bosque Panam\u00e1 and the Centre for Environmental Advocacy (CIAM), received unexpected notification that their bank accounts and assets had been frozen. This was not an isolated decision, but occurred in the midst of legal proceedings initiated by the company promoting the project, Ocean Pacific Financial Services.\u00a0<\/span><\/p>\n

Since 2023, these organisations had been questioning the construction of the port due to its potential impacts on a critical ecosystem, the protected mangroves of the Gulf of Chiriqu\u00ed.<\/span><\/p>\n

A dispute over the truth<\/b><\/h2>\n

The conflict is not just environmental, it's also narrative. On one hand, there are organisations warning of risks: dredging, alteration of marine ecosystems, impacts on mangroves and the species that depend on them. On the other, the development company, which disseminates misinformation in rejection of these claims and maintains that the legal actions respond to what it considers a smear campaign.<\/span><\/p>\n

Guido Berguido, director of Adopt a Forest, states in the <\/span>The Country <\/span><\/a>that the company \u201chas sought to attack and silence the two organisations that have been most vocal\u201d. In August 2025, it filed criminal lawsuits against them for defamation, slander and crimes against the economy. The promoter's actions on the project are \u201ca classic example of what they call SLAPP\u201d, comments the director, referring to what is known in English as <\/span>Strategic lawsuit against public participation<\/span><\/i> and which alludes to a <\/span>Intimidating argument <\/span><\/a>in which the aim is not necessarily to win, but to exhaust the other.<\/span>

Legal actions that damage democracy<\/b>
\n<\/b>
\n<\/b>According to what the report states, <\/span>CIAM and Adopta Bosque are facing difficult times: they have run out of resources to fulfil their mission.\u00a0<\/span>

Environmental organisations are not giving up and are continuing to raise their voices as best they can. As the report indicates, authorities<\/span> as the Minister of Environment of Panama, Juan Carlos Navarro, said to <\/span>media<\/span><\/a> places that, on a personal level, he felt was an unfortunate measure. \u201cIt does not benefit the national dialogue at all, which should be had on issues of vital importance such as new projects that will have an environmental impact,\u201d he assured. <\/span>
\n<\/span>
\n<\/span>The Escaz\u00fa Now Regional Network also published a statement highlighting its concern. Panama is one of the countries that has already ratified the Escaz\u00fa Agreement, one of the main pillars of which is precisely the right to citizen participation in environmental management. \u201cFor this to happen in Panama sets a bad precedent for the region, for Central America,\u201d states Carolina S\u00e1nchez, spokesperson for the <\/span>Fossil-Free Greater Caribbean Network<\/span><\/a>. In addition, we are in a highly polarised time, and organisations defending the environment have experienced a giant economic impact over the last year due to the foreign policies of other countries. And this puts us at a crossroads.<\/span><\/p>\n

When conflict stops being invisible<\/b><\/h2>\n

What is happening in Panama is no longer going unheard; the voices defending the mangroves are being heard beyond their borders. Today, they lead the narrative of truth, of defence, and above all, of courage, because despite how difficult it has been to sustain this campaign, they are not intimidated by power and continue with arguments and science to back them up.<\/span><\/p>\n
