But the most relevant thing is not only the scale the discussion has reached, but who is speaking. The No to Puerto Bar\u00fa campaign is no longer solely environmental opposition: it is a network of voices driving a broader conversation about development, transparency, human rights and the rights of nature.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>When the world starts to watch<\/b><\/p>\n<p><span style=\"font-weight: 400;\">One of the clearest turning points has been the entry of international actors; for example, the United Nations Special Rapporteur on Human Rights Defenders, Mary Lawlor, expressed her concern over the legal actions directed against the organisations Centro de Incidencia Ambiental (CIAM) and Adopta Bosque.\u00a0<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1487\" src=\"https:\/\/noapuertobaru.com\/wp-content\/uploads\/2026\/04\/la-relatora-especial-de-la-organizacion-de-las-naciones-unidas-sobre-defensores.jpg\" alt=\"\" width=\"1080\" height=\"1350\" srcset=\"https:\/\/noapuertobaru.com\/wp-content\/uploads\/2026\/04\/la-relatora-especial-de-la-organizacion-de-las-naciones-unidas-sobre-defensores.jpg 1080w, https:\/\/noapuertobaru.com\/wp-content\/uploads\/2026\/04\/la-relatora-especial-de-la-organizacion-de-las-naciones-unidas-sobre-defensores-240x300.jpg 240w, https:\/\/noapuertobaru.com\/wp-content\/uploads\/2026\/04\/la-relatora-especial-de-la-organizacion-de-las-naciones-unidas-sobre-defensores-819x1024.jpg 819w, https:\/\/noapuertobaru.com\/wp-content\/uploads\/2026\/04\/la-relatora-especial-de-la-organizacion-de-las-naciones-unidas-sobre-defensores-768x960.jpg 768w, https:\/\/noapuertobaru.com\/wp-content\/uploads\/2026\/04\/la-relatora-especial-de-la-organizacion-de-las-naciones-unidas-sobre-defensores-10x12.jpg 10w\" sizes=\"(max-width: 1080px) 100vw, 1080px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">This is in addition to UNESCO's request to the Panamanian State to review the Environmental Impact Assessment for the Puerto Bar\u00fa project, in order to ensure that there are no negative effects on Coiba National Park, a designated World Heritage site.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1425\" src=\"https:\/\/noapuertobaru.com\/wp-content\/uploads\/2026\/03\/coiba-manglares-panama-defensa-scaled.jpg\" alt=\"\" width=\"2048\" height=\"2560\" srcset=\"https:\/\/noapuertobaru.com\/wp-content\/uploads\/2026\/03\/coiba-manglares-panama-defensa-scaled.jpg 2048w, https:\/\/noapuertobaru.com\/wp-content\/uploads\/2026\/03\/coiba-manglares-panama-defensa-240x300.jpg 240w, https:\/\/noapuertobaru.com\/wp-content\/uploads\/2026\/03\/coiba-manglares-panama-defensa-819x1024.jpg 819w, https:\/\/noapuertobaru.com\/wp-content\/uploads\/2026\/03\/coiba-manglares-panama-defensa-768x960.jpg 768w, https:\/\/noapuertobaru.com\/wp-content\/uploads\/2026\/03\/coiba-manglares-panama-defensa-1229x1536.jpg 1229w, https:\/\/noapuertobaru.com\/wp-content\/uploads\/2026\/03\/coiba-manglares-panama-defensa-1639x2048.jpg 1639w, https:\/\/noapuertobaru.com\/wp-content\/uploads\/2026\/03\/coiba-manglares-panama-defensa-10x12.jpg 10w\" sizes=\"(max-width: 2048px) 100vw, 2048px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">With this, the case ceased to be a local matter, becoming part of a global conversation where international standards matter.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>The dispute for the truth<\/b><\/p>\n<p><span style=\"font-weight: 400;\">As these voices began to be amplified, so too did the response from the developer of the Puerto Bar\u00fa project, who issued public statements denying impacts and questioning the criticisms, opening a new phase in the conflict: the dispute over the narrative.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/p>\n<p><iframe loading=\"lazy\" title=\"Voices were raised in the Assembly in support of mangroves. This type of tension is common when environmental issues escalate, and it is usually a sign that the debate has reached a relevant political level.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>The government enters the scene<\/b><\/p>\n<p><span style=\"font-weight: 400;\">In this context, the government of Panama has been forced to contradict the developer of Puerto Bar\u00fa; through official statements, it pointed out that it has initiated a technical and scientific analysis process in line with UNESCO's request.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This marks a key turning point: the recognition that there are international commitments that must be considered. When a country enters into processes of this kind, decisions cease to be exclusively internal and come under global observation.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>Defending nature has consequences<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Not all voices participate on equal terms; organisations that have led environmental defence, such as CIAM and Adopta Bosque, have faced lawsuits and legal measures that include the seizure of accounts and land.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In response to this, the Fossil-Free Greater Caribbean Network issued a statement of solidarity, highlighting an uncomfortable reality for Latin America: that in many countries, defending nature comes at a cost. When legal mechanisms are used to pressure or silence, the discussion ceases to be solely environmental and also becomes an issue of rights and democracy.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>When politics takes a stand<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The debate has also escalated to the domestic political sphere; Congresswoman Janine Prado Casta\u00f1o brought the issue to the National Assembly, echoing UNESCO's warning and pointing out the potential risks of the project for the mangroves of David and the marine system that connects with Coiba National Park.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These types of interventions mark a shift in the scenario where the conflict is no longer on the margins and enters directly into the State's agenda.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>A network of voices that amplifies<\/b><\/p>\n<p><span style=\"font-weight: 400;\">At the same time, the case's visibility has continued to grow; both national and international media outlets have begun to cover the situation, while new organisations and actors are joining the conversation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Today, the campaign has the backing of more than 60 organisations and over 30 contributors, which has made it possible to amplify the message and sustain the discussion in various spaces. But beyond the numbers, what is relevant is the building of a network that validates and reinforces the content, generating sustained pressure.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>Panama enters the global conversation<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Amid this controversy, Panama has also begun to position itself in a broader debate where the country, alongside the Global Alliance for the Rights of Nature, is advancing towards a possible Universal Declaration of the Rights of Nature within the framework of the United Nations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This move is not minor; it implies that the discussion about Puerto Bar\u00fa is part of a larger question about how we understand the relationship between development and nature in the 21st century.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">What we are seeing is not just the evolution of an environmental conflict, it is the result of multiple voices that, from different places\u2014science, politics, civil society and the international community\u2014are pushing the same question: what kind of future do we want to build?.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And in that scenario, something becomes apparent<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> If nature has rights, defending it is also a right.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>","protected":false},"excerpt":{"rendered":"<p>De un conflicto local a una causa global Han pasado muchas cosas en torno a Puerto Bar\u00fa, lo que comenz\u00f3 como un proyecto localizado en una zona espec\u00edfica de Panam\u00e1, hoy se ha transformado en un debate pol\u00edtico, internacional y profundamente p\u00fablico.
