Una alternativa a Puerto Bar\u00fa: Puerto Armuelles, <\/b><span style=\"font-weight: 400;\">que deja muchas conclusiones m\u00e1s que claras donde <\/span><b>Puerto Armuelles presenta condiciones adecuadas para un puerto multiprop\u00f3sito, con menores riesgos ambientales y mayor capacidad de expansi\u00f3n que Puerto Bar\u00fa<\/b><span style=\"font-weight: 400;\">. El informe destaca ventajas en batimetr\u00eda, acceso vial, ubicaci\u00f3n operativa y protecci\u00f3n natural frente al oleaje. (Resumen Ejecutivo, p. 1; Conclusi\u00f3n, p. 16)<\/span><\/p>\n<h2><b>Puerto Armuelles tiene ventajas frente a Puerto Bar\u00fa\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Lynker se\u00f1ala que, con base en un an\u00e1lisis preliminar de la batimetr\u00eda, las condiciones oceanogr\u00e1ficas, la accesibilidad y el posible impacto ambiental, <\/span><b>Puerto Armuelles tiene ventajas sobre Puerto Bar\u00fa<\/b><span style=\"font-weight: 400;\">: acceso a aguas profundas, conexi\u00f3n por ruta de carga a la Panamericana y potencial de crecimiento sin restricciones, lejos de h\u00e1bitats ecol\u00f3gicos sensibles y \u00e1reas protegidas. (Resumen Ejecutivo, p. 1)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">No es un detalle menor, significa que la discusi\u00f3n no se reduce a si Panam\u00e1 necesita infraestructura. Significa que <\/span><b>s\u00ed existe otra opci\u00f3n<\/b><span style=\"font-weight: 400;\"> y que esa opci\u00f3n ya fue identificada en un an\u00e1lisis t\u00e9cnico.<\/span><\/p>\n<h2><b>Aguas profundas naturales, sin el dragado que Puerto Bar\u00fa necesita<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Uno de los hallazgos m\u00e1s importantes del informe est\u00e1 en la batimetr\u00eda. Lynker explica que <\/span><b>Puerto Armuelles tiene acceso f\u00e1cil a aguas profundas cerca de la costa<\/b><span style=\"font-weight: 400;\">, con profundidades que <\/span><b>superan los -12 m MLWS<\/b><span style=\"font-weight: 400;\"> requeridos por el proyecto de Puerto Bar\u00fa. Eso <\/span><b>reducir\u00eda significativamente o incluso eliminar\u00eda la necesidad de dragados costosos de capital y mantenimiento<\/b><span style=\"font-weight: 400;\">. (Resumen Ejecutivo, p. 1; Secci\u00f3n 4.1 Batimetr\u00eda, p. 9)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En contraste, el propio resumen ejecutivo advierte que <\/span><b>Puerto Bar\u00fa requerir\u00eda un dragado extensivo del canal de navegaci\u00f3n<\/b><span style=\"font-weight: 400;\">, con costos m\u00e1s altos y mayores riesgos ambientales, incluida la dispersi\u00f3n de sedimentos y la alteraci\u00f3n del h\u00e1bitat de los manglares de David. (Resumen Ejecutivo, p. 1)<\/span><\/p>\n<h2><b>Menos impacto sobre manglares y ecosistemas sensibles<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">El informe tambi\u00e9n es expl\u00edcito al comparar riesgos ambientales. El documento concluye que <\/span><b>Puerto Armuelles tiene menores riesgos ambientales<\/b><span style=\"font-weight: 400;\"> y que sus aguas profundas minimizan los posibles impactos sobre ecosistemas sensibles. (Resumen Ejecutivo, p. 1; Conclusi\u00f3n, p. 16)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Esto es crucial en un territorio donde los manglares no son un obst\u00e1culo para el desarrollo, sino una infraestructura viva, donde representan un refugio de biodiversidad, sost\u00e9n de pesquer\u00edas, barrera natural frente a eventos extremos y uno de los sistemas de captura de carbono m\u00e1s eficientes del planeta. El estudio econ\u00f3mico sobre los impactos de Puerto Bar\u00fa recuerda que los manglares pueden <\/span><b>almacenar hasta cuatro veces m\u00e1s carbono que otros bosques tropicales<\/b><span style=\"font-weight: 400;\">. (CSF, secci\u00f3n 1.2, p. 7)<\/span><\/p>\n<h2><b>Mejor acceso vial y uso de infraestructura ya existente<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Otro punto fuerte de Puerto Armuelles es la conectividad. Lynker identifica <\/span><b>dos rutas viables de acceso a la carretera Panamericana<\/b><span style=\"font-weight: 400;\"> para transporte de carga: una carretera existente de <\/span><b>37.1 km<\/b><span style=\"font-weight: 400;\"> hacia Paso Canoas, y una ruta alternativa de <\/span><b>30.7 km<\/b><span style=\"font-weight: 400;\"> que podr\u00eda desarrollarse para evitar intersecciones urbanas y minimizar impactos locales. (Resumen Ejecutivo, p. 1; Secci\u00f3n 2.0 Acceso al emplazamiento, p. 3)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Esto importa porque una alternativa seria no puede quedarse en lo ambiental: tambi\u00e9n debe ser operativamente factible. Y Lynker dice justamente eso: <\/span><b>las carreteras cercanas ofrecen una ruta de carga<\/b><span style=\"font-weight: 400;\">. (Resumen Ejecutivo, p. 1)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En l\u00ednea con ese argumento, la postura que hoy se busca reforzar desde el inter\u00e9s p\u00fablico es simple: <\/span><b>si existe infraestructura ya intervenida y rutas viables, no tiene sentido insistir en dragar un ecosistema fr\u00e1gil<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h2><b>Cuando una alternativa existe, insistir en Puerto Bar\u00fa es un capricho<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">A pocos kil\u00f3metros, Puerto Bar\u00fa insiste en levantarse en un ecosistema que podr\u00eda afectar manglares protegidos, vitales en la lucha contra el cambio clim\u00e1tico, que sostienen especies emblem\u00e1ticas que son el sustento de comunidades pesqueras.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La informaci\u00f3n acumulada en los estudios que respaldan esta campa\u00f1a apunta en la misma direcci\u00f3n. El resumen ecol\u00f3gico del proyecto advierte que el dragado y el tr\u00e1nsito mar\u00edtimo afectar\u00edan manglares, arrecifes, fauna marina y servicios ecosist\u00e9micos. El estudio de delfines de Bah\u00eda de los Muertos identific\u00f3 209 delfines, de los cuales 53 fueron considerados residentes, y concluy\u00f3 que la zona es un \u00e1rea importante de forrajeo, con 65% de los avistamientos asociados a alimentaci\u00f3n. (Panacetacea)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Por eso la discusi\u00f3n ya no puede seguir plante\u00e1ndose como progreso versus ambiente.
