The legal pressure against environmental organisations opposing the project is no longer just a local discussion; today the situation has begun to attract the attention of the international press.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A recent report by <\/span><a href=\"https:\/\/news.mongabay.com\/2026\/02\/panama-ngos-face-lawsuits-asset-seizures-in-fight-over-port-construction\/\"><b>Mongabay<\/b><\/a><span style=\"font-weight: 400;\">, one of the world's leading environmental journalism outlets, explains how Panamanian organisations are facing lawsuits, the freezing of bank accounts and the seizure of properties while defending the mangroves of David and the ecosystem of the Gulf of Chiriqu\u00ed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">More than an environmental conflict, the case is beginning to reveal a deeper question: <\/span><b>What happens when defending nature becomes a legal risk?<\/b><b><br \/>\n<\/b><b><br \/>\n<\/b><b>Lawsuits seeking to render organisations inoperative<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Environmental organisations Adopta Bosque and CIAM (Centro de Incidencia Ambiental) have been subjected to legal action linked to the conflict over the port project. These measures include judicial proceedings that have resulted in the seizure of bank accounts and assets.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For organisations working primarily with conservation projects, environmental education and nature reserve management, these measures can directly affect their ability to operate.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Guido Berguido, director of Adopta Bosque, explained to the international media outlet Mongabay:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe\u2019re finding it hard to carry on because we\u2019ll soon be unable to pay our staff. They\u2019re using the law to shut us down.\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The concern is not merely financial; it also raises the prospect that legal pressure could become a means of silencing environmental advocacy.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>Sequestration of private nature reserves<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Among the measures taken, four properties belonging to Adopta Bosque were seized as part of the legal proceedings. These properties are located in <\/span><b>private nature reserves located in the provinces of Chiriqu\u00ed and Dari\u00e9n<\/b><span style=\"font-weight: 400;\">, areas dedicated to biodiversity conservation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Private reserves play an important role in Panama and throughout Latin America; many of them protect key ecosystems, biological corridors and habitats for endangered species.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The seizure of this type of space raises concern among environmental organisations and conservation experts, as <\/span><b>it may directly affect areas that have been protected by civil society initiatives for years<\/b><span style=\"font-weight: 400;\">.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>Account freezes and difficulties in continuing projects<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The impact of the legal measures has also affected the <\/span><b>Centre for Environmental Advocacy (CIAM)<\/b><span style=\"font-weight: 400;\">, an organisation that has worked for years on strategic environmental litigation and the defence of environmental rights in Panama. According to the media outlet, CIAM has had its <\/span><b>frozen bank accounts<\/b><span style=\"font-weight: 400;\">, making the organisation's daily operations difficult.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This affects the implementation of projects, the funding of conservation initiatives and the technical and legal work they carry out. For Joana Abrego, CIAM\u2019s legal manager, the situation is worrying because of the precedent it could set.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt is a very worrying precedent that the judicial system is being used in this way against environmental defence actions\u201d<\/span><\/p>\n<p><b>Silencing voices in the name of progress is an attack on democracy<\/b><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">The dispute over Puerto Bar\u00fa began as a debate about the environmental impact of a port development project, the construction of which could affect the David Mangroves \u2013 part of the 25% mangrove area in Panama, one of the country\u2019s most important coastal ecosystems.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Environmental organisations have raised technical and legal objections to the project, including comments on the Environmental Impact Assessment and legal proceedings before the Supreme Court. Such actions form part of the legal mechanisms available in a democracy to <\/span><b>to have a say in decisions that affect the local area and ecosystems<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, when these actions result in measures that affect the operation of environmental organisations, the discussion takes on another dimension.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>Environmental protection as a right<\/b><\/p>\n<p><span style=\"font-weight: 400;\">In many countries, environmental protection has become an increasingly complex task.
