United organizations against threats to democracy"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Under the slogan \u201cwhen one is attacked, all are attacked\u201d, civil society organisations <\/span><span style=\"font-weight: 400;\">They have denounced to the media that the promoter of the Puerto Bar\u00fa project, the US investment company Ocean Pacific Financial Services, has initiated civil proceedings to request the preventative attachment of accounts and assets belonging to Adopta Bosque Panam\u00e1 and the Centro de Incidencia Ambiental (CIAM).<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">This action by the promoters of Puerto Bar\u00fa is a <\/span><b>preventative measure<\/b><span style=\"font-weight: 400;\">, not of a judgment or a sanction, which freezes resources for a potential future claim <\/span><b>blocking the basic functioning of organisations<\/b><span style=\"font-weight: 400;\">, affecting the payment of wages, labour funds and the resources necessary to sustain the free legal defence they provide to communities and ecosystems at risk, as well as endangering the management of protected lands intended for conservation, education and scientific research.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">This is a critical moment for the defence of Panama's natural heritage; it is the first time such a measure has been used against organisations in the country, raising alarm bells regarding freedom of expression and citizen participation in matters of public interest.\u00a0\u00a0<\/span><\/p>\n<h3><b>When defending becomes an urgent matter<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Today's press conference comes at a key moment; these recent legal actions against environmental organisations have raised alarms about the use of judicial mechanisms to <\/span><b>discourage citizen participation and informed public debate<\/b><span style=\"font-weight: 400;\">. <\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Far from weakening civil society, these events reinforce a shared conviction: <\/span><b>The defence of natural heritage is a collective responsibility <\/b><span style=\"font-weight: 400;\">Commenting on the work of organisations, Lilian Guevara, Director of CIAM, remarks that \u201cIt is not a matter of private welfare; all the work we do as organisations is aimed at the community\u201d, as well as being a necessary condition for a country aspiring to lead in sustainability and environmental governance.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The message is clear: the right to express opinions, investigate and raise awareness about potential environmental impacts is part of everyone's right to participate in matters of public interest. As Joana Abrego states <\/span><span style=\"font-weight: 400;\">Legal Manager of the Centre for Environmental Advocacy (CIAM) <\/span><span style=\"font-weight: 400;\">\u00a0\u00a0\u201dWe have the right to defend, to defend the environment and to defend democratic liberties. The freedom to denounce any abuse\u201d<\/span><\/p>\n<h3><b>Progress that cares, development that listens<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Organisations <\/span><b>Centre for Environmental Advocacy (CIAM)<\/b><span style=\"font-weight: 400;\"> y <\/span><b>Adopt Bosque Panama<\/b><span style=\"font-weight: 400;\"> they are part of a movement of over 60 national and international organisations that have been consistent in their stance: <\/span><b>they are not opposed to development<\/b><span style=\"font-weight: 400;\">, but rather promote <\/span><b>a well-located, technically sound and environmentally responsible development<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The defence of the David Mangroves responds precisely to that vision for the future. Mangroves are not an obstacle to progress; they are <\/span><b>natural infrastructure<\/b><span style=\"font-weight: 400;\">, they sustain artisanal fishing, nature tourism, biodiversity and the climate resilience of coastal communities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Protecting them is an environmentally, socially and economically smart decision, as stated by Chelina Batista, Science Director at Adopta Bosque<\/span> <span style=\"font-weight: 400;\">\u201cThe mangroves of David do not only involve the forests, the mangroves of David involve all the channels, all the marine areas\u201d<\/span><\/p>\n<h3><b>To defend is to attack<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Panama is at a turning point. Defending its mangroves, respecting the role of civil society and guaranteeing spaces for transparent dialogue is not looking backwards: it is <\/span><b>move forward responsibly<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Today's press conference is not just a response to a specific conflict.
